Few rights are praised more loudly in modern democracies than the 

. Politicians invoke it constantly, school textbooks celebrate it, and campaign slogans treat it as sacred.

Yet every election in the United Kingdom reveals an awkward truth: 

millions of people simply don’t use it.

, the lowest level since 2001. In other words, 

four out of every ten registered voters stayed home

. When you factor in citizens who are eligible but not registered, the share of adults who actually helped choose the government is even smaller.

For a system that calls itself representative democracy, that number should make people uncomfortable.

One radical solution exists — and it is already used by several democracies around the world.

, citizens are legally required to attend the polls. Fail to vote without a valid reason and you can receive a fine or some minor administrative penalty. The sanctions are usually small —

 — but the expectation is clear: voting is not just a right, it is a civic duty.

That is not a small improvement. It is the difference between a democracy run by the politically enthusiastic and one where 

Supporters of mandatory voting argue that this matters for a simple reason: 

In voluntary systems, the people most likely to vote are older, wealthier and more educated. Younger voters, poorer citizens and people with less political trust are far more likely to stay home. The result is a democratic imbalance where governments respond most strongly to the voters who actually participate.

Political scientists have warned about this problem for decades. In his influential essay 

“Unequal Participation: Democracy’s Unresolved Dilemma”

 that unequal turnout effectively gives more political influence to already advantaged groups.

Compulsory voting, supporters say, fixes that problem in one move. If everyone must show up, the electorate begins to look more like the country itself.

But before mandatory voting starts sounding like a democratic silver bullet, there is a catch.

Democracy is supposed to protect individual freedom — including the freedom 

 to participate. For some citizens, refusing to vote is itself a political statement. Turning participation into a legal obligation risks converting democracy from an act of civic choice into something closer to administrative compliance.

Not everyone forced to the polls suddenly becomes politically engaged. Some simply comply with the law and submit 

 instead. Research shows that people who feel politically disengaged or distrustful of institutions are disproportionately responsible for invalid ballots in compulsory voting systems.

In other words, mandatory voting may increase participation — but it does not automatically create

Countries that go further — imposing heavier fines or legal penalties — risk something worse than low turnout: 

If citizens feel coerced by the state into political participation, compulsory voting can actually weaken trust in democratic institutions even while boosting turnout numbers.

Because every time turnout collapses — as it did in the UK in 2024 — the same question reappears:

In the UK, the Brexit referendum is often cited in this debate. Turnout reached 

more than a quarter of eligible voters still did not participate

 in a decision that reshaped the country’s economic and political future. For supporters of compulsory voting, that absence raises an uncomfortable question: should decisions of historic national consequence be determined without the participation of millions of citizens?

Mandatory voting is not the only solution. Governments can expand early voting, improve voter registration systems, and invest in civic education. Some countries have experimented with 

 or easier postal voting to reduce barriers to participation.

But none of those reforms consistently deliver the turnout levels seen under compulsory systems which is why the debate refuses to disappear.

Mandatory voting forces democracies to confront an uncomfortable tension between two values they claim to hold equally:

Sooner or later, every democracy — even mature ones like the United Kingdom — must confront the same uncomfortable truth: a system where millions do not vote is not just apathy, it is 

. The real question is whether voting is a civic responsibility, or just another option people can ignore.
